The UK government has announced a major change to driving test cancellations to help reduce wasted test slots and cut waiting times. Starting 8 April 2025, learner drivers will need to provide 10 full working days’ notice to change or cancel their driving test without losing their fee.
Currently, the cancellation window is 3 full working days, but this will be extended under the government’s 7-point plan to improve the driving test system.
Why Is the Cancellation Window Being Extended?
The government aims to:
- Reduce driving test waiting times by ensuring unused slots can be filled.
- Encourage learners to be better prepared before booking their test.
- Allow other learners to take advantage of last-minute cancellations.
Minister for the Future of Roads, Lilian Greenwood, stated:
“Driving is more than just a means of transport; it is a lifeline for many, opening doors to jobs and opportunities. These changes are a vital step in tackling the driving test backlog and ensuring learners who are ready to pass can take their test without unnecessary delays.”
Government’s 7-Point Plan to Reduce Driving Test Waiting Times
The new 10-day rule is part of the 7-point plan introduced in December 2024 to improve the driving test system. Key actions include:
- Recruiting and training 450 more driving examiners.
- Reviewing and improving test booking rules.
- Tougher regulations for driving instructors managing test bookings for students.
Loveday Ryder, DVSA’s Chief Executive, added:
“Extending the short-notice cancellation period will help ensure that driving test slots are used efficiently, benefiting all learners.”
How the New Rule Affects Learner Drivers
- From 8 April 2025, learners must cancel or reschedule their test at least 10 working days in advance to avoid losing their test fee.
- The change only applies to car driving tests. Other test types—such as theory tests, motorcycle tests, and HGV tests—will still have a 3-working-day cancellation window.
- Learners who cancel late due to illness, bereavement, school exams, or stolen licences can still apply for a refund.
Additional Government Support for Motorists
To help motorists manage rising living costs and fuel price uncertainty, the government has also announced a one-year freeze on fuel duty. This move is expected to save the average car driver £59 over the year.
