Carine Elisabeth Robarts has been appointed as His Majesty’s Ambassador to the Republic of Senegal and His Majesty’s non-resident Ambassador to the Republic of Guinea-Bissau, succeeding Ms. Juliette John.
Mrs. Robarts will begin her new role in August 2025. She brings a wealth of experience, particularly in the field of international development and governance.

She is currently the Sahel Development Director and Deputy Head of the Sahel, Sudan, and South Sudan Department at the Foreign, Commonwealth, and Development Office (FCDO).

Previous Roles
Before her current position, Mrs. Robarts held several important roles in the Department for International Development (DFID). Between 2017 and 2020, she was the Deputy Development Director in Accra. This role allowed her to lead various initiatives to promote sustainable development and improve governance in the region.
Earlier, from 2014 to 2017, she worked as the Head of the Central Asia region and Senior Governance Adviser. This position covered countries like Afghanistan, Pakistan, and other parts of Central Asia, where she focused on enhancing governance systems and promoting economic growth.
In her career, Mrs. Robarts has also worked in different parts of the world. Between 2010 and 2013, she served as Team Leader and Senior Governance Adviser in Kinshasa, Democratic Republic of Congo. During this time, she worked on projects aimed at improving the governance systems in challenging environments.
Her earlier roles also include working with PricewaterhouseCoopers as a Senior Consultant and with the InterAmerican Development Bank (IADB) in Honduras as a Sector Specialist.
Education and Early Career
Carine Robarts began her career as an Economist at the Cabinet Office in the UK between 1999 and 2000. After that, she worked as a Governance Adviser at DFID, helping to improve governance structures in developing countries.
She also has significant experience in consulting and international development, with a deep understanding of governance issues worldwide.
